On November 22, 2019, the 2019 Jiangbei New Area "Chip City" Development Forum & the 3rd Anniversary of ICisC, themed "Staying True to Our Original Aspiration, Innovating the Future with Intelligence", was grandly held during ICCAD 2019.

Attending the event were distinguished leaders and guests including Luo Qun, Member of the Standing Committee of the Nanjing Municipal Party Committee and Full-time Deputy Secretary of the Party Working Committee of Jiangbei New Area; Chen Chanmei, Member of the Party Working Committee and Deputy Director of the Administrative Committee of Nanjing Jiangbei New Area; Zhao Li, Deputy Secretary-General of the Integrated Circuit Design Branch of China Semiconductor Industry Association; and Shi Longxing, Chief Professor of Southeast University and Director of ICisC. In addition, more than 300 participants took part in the event, including representatives of public service platforms from all prefecture-level cities in the province, representatives of domestic universities and institutions, person-in-charges of industry enterprises and media professionals.

The forum featured an exhibition of the development achievements of Jiangbei New Area's "Chip City", and held signing ceremonies for newly settled projects, business license issuances, key handovers and chip launch ceremonies in the new area. Among them, the new area signed contracts with 10 key projects, issued business licenses to 10 enterprises, handed over keys to 10 settled enterprises, and 10 enterprises held chip lighting ceremonies.
